THE CZAR’S MESSAGE. [By Electric Telegraph—Copyright] [United Tress Association.. 7 St. Petersburg, June 12. The Czar’s telegrams to King Ferdinand and King Peter reminded them that they were pledged to submit to Russia any differences. Ho therefore asked them to remain true to their obligations, and warned them that war between the Allies would not leave him indifferent. He reserved himself at liberty concerning Russia’s attitude towards the results of such a criminal struggle. ARBITRATION ADOPTED. (Received 9.25 a.m.) London, June 12. Bulgaria and Servia have accepted the Czar’s offer of arbitration.
