A CONCILIATORY NOTE. [l-y Electric Telegraph—Copyright] [United Press Association.] Washington, May 22. An American Note, replying to the Japanese protest, assures Japan of American friendliness. She is anxious to show the world that she would place Japan on an equality with other nations, but tho State’s rights of California are a stumbling block. Officials of the State Department are of opinion that the acute stage of the crisis is passed. President Wilson has requested the Democratic representatives not to make speeches in any way calculated to inflame Japanese feeling.
