fn giving some indication of the Government’s legislative programme for the coming session while in Christchurch at the end of last week, the 1 lemier mentioned a dozen measures, hut these were merely the more important items on the list. The second session of a Parliament is generally regarded as the working session, hut the Government made progress last year with its programme that it will prohahly not led called upon to aim at a big Statute Hook. The Premier mentioned the Legislative Council Reiorm Mill amongst the. first on the list, and another ol the measures which is to he brought down is a Mill to amend the Arbitration Act. In a statement published in Wellington last week Mr Massey gave some particulars of tlie amendments desired, none of which are of vital importance. There is also no indication that the constitution of the Courts is to he altered as Trades Unionists desire. Local Government is to receive atten-
tion, hut no particulars of the Bill now in preparation are given. The tariff is, it is believed, “under consideration,” and reciprocity with Australia will certainly have to he discussed. The indications are that the licensing legislation which is desired by the Xo-License Party will not he brought down, for Air Massey says, neither an Electoral nor Licensing Bill will he needed until next year. The (Government anticipations are for a session of quiet and steady development of policy.
