The Conservative papers accuse the Uhnncellor of guesswork and juggling dth the sinking funds. The Radical papers agree that the Jhanoellor is optimistic, hut the 1909 axes achieved great sn: cess. It was a remarkable record to produce four Budgets in tho face of leaping expenditure without new taxation.
