THE PANAMA CANAL.
QUESTION FOR A SPECIAL COURT [By Electric Telegraph—Copyright] [United Press Association.] (Received 11.50 a.m.) Washington, April 25. In a speech read at the American Society of International Law, Mr 01ney said he was of opinion that the United States as the Panama Canal owner had the right to fix such terms as it pleased. If the question was one for arbitration, it ought not to be submitted to a partial tribunal such as the Hague Convention, hut to a specially-appointed court. Messrs Chandler and Anderson concurred in the opinion.
