During the debate in the House of Lords, Lord Crewe said the shortage cf Territorials was a grave matter, but it was not serious enough for an heroic remedy. The Government must see what steps were possible on a voluntary basis, so as to enable the margin of safety to be properly maintained. \ Lord Lansdowne said he was perplexed at the Government’s utterances. He advocated physical training in schools and the provisional collection of taxes.

Lord Herschell said the Government did not propose to at once introduce compulsion. When the present enquiries were concluded they would not shrink from any steps that were necessary for the public safety.
