Colonel Seely, in the House of Commons, said it was manifestly impossible for the Territorials in a few days after mobilisation to overcome an organised invasion of 70,000 trained troops. Such an invasion would be impossible while there was, naval supremacy. The Territorials were able to deal with 70,000 raiders.
