London, April 11. Mr W. V. Osborne, in explaining the Trade-Union Act, states that it was not intended to reverse the Osborne judgment, but to prevent the creation, of a corrupt tyrannical caucus similar to the Trades Hall in Australia whereby a trade unionist was compulsorily pledged to support any candidate dumped on the constituency. . ’.j
