Tho Manchester Guardian says the Government is corresponding with Australia regarding a locally-con-trolled fleet despite the agreement of the 1911 conference that foreign vessels would not accord the Australian vessels either in peace or war the privileges of regular fighting ships unless they were part of one Imperial fleet. It was questionable how far the Commonwealth laws would he enforceable beyond the three-mile limit.
A PROPOSAL TO GERMANY
Berlin, April 11
The Taglische Rundschau declares that at tho conclusion of the Balkan hostilities Britain will make a definite proposal to Germany with regard to naval construction for 1914-15.
