The blockade of the Montenegrin coast has been ordered unless the Powers’ demands are satisfied ; within the next three days. EXTENDING THE BLOCKADE. Vienna, April 7. Austria-Hungary has proposed to the Powers that the blockade be extended to San Gio Banni and Durazzo. SPEECH FROM THE GERMAN CHANCELLOR. Berlin, April 7. Herr Hollweg in introducing the Defence Bill in the Reichstag,, eulogised Earl, Grey’s devotion and ability in conducting the Ambassadors’ conference. Earl Grey, by eliminating misunderstandings, he said, deserved Europe’s gratitude. The German policy in the Balkans was identical with Britain’s. Referring to Mr Churchill’s offer tc suspend shipbuilding for a year, Herr Hollweg said that experts emphasised the obstacles, the fact that such a proposal was possible was a great step forward. Germany would wait until England made concrete proposals. Ho referred in grave tones to the hopes of revanche that were being entertained by many, in f ranee and to pan-Slavism in Russia. He added that Germany would attack no one, but, if threatened,, would fight to the last man.
