Colonel Seely (Secretary of State for War), in a memorandum said!the increased estimates were principally due to aviation ami insurance.
The fifth and sixth squadrons would be raised during the current year. The supply of aeroplanes was proceeding slowly, owing to the difficulty of obtaining British engines. The War Office in conjunction with the Admiralty was providing a remedy. Aeronaut officers and men during the current year would number over 1000.
