The Budget Committee has reduced the army vote by eight million francs, which it is estimated will be saved by the new method of production of howitzers.

It is definitely stated that the French Army preparations are due, to the Italian Parliament revealing that the German Secretary of War asked Italy whether she would bo ready to take the field in October to end the European uneasiness.
