(By Electric Telegraph.—Copyright.) (United Press Association.) (Received 11.40 a.m.) Washington, February 28. Hr Woodrow Wilson - favours the passage of Senator Roots’ amendment repealing the exemption clause of the Panama Canal to coastwise vessels. The amendment is likely to lie reconsidered next session. Congress will probably pass it by means of Mr Wilson’s influence. The British rejoinder to Ambassador Knox’s reply re the Panama Canal contains the fiat proposal for arbitration on the whole question. Mr Knox is leaving negotiations to be resumed by his successor in office.
