The Senate debated the limitation of appeals to tho Privy Council. On a motion suggesting the Australian system, Sir Richard Scott declared that the Privy Council favoured companies against individuals and municipalities. Sir George Ross insisted that cases arising out of municipal by-laws should not he permitted an appeal was beyond the Canadian courts.
