The Reichpost admits that the situation has improved. It declares that Sciitri will remain Albanian, and Servia will withdraw from Durazzo. The Galacian reservists will disperse in a few days. Constantinople, February 26. A severe snowstorm lias impeded operations at Adrianople, Bulair and Chataklja. BULGARIANS DIE OF FROSTBITE. (Received 8.5 a.m.) Vienna, February 26.
