BRITAIN’S SHORTAGE. London, February 20. General Bethune, Director-General of the Territorials, speaking at Wimbledon, admitted that the force was in an unsatisfactory condition, and would not obtain public confidence until the shortage of 50,000 was made up. COURT OF INQUIRY. Masterton, February 20. Court of inquiry was held to-night into the circumstances attending tin Territorial strike which took place in November last. Lengthy evidence was taken, and will be remitted tc the Officer Commanding. A general complaint of the men was that Lieutenant Hirstberg had been appointed to the company from the, a,mbalance corps, without previous training. Tin men were of opinion that one of their own corps should have been selected for the position. The whole of tin witnesses repudiated the suggestion that either social or political influence had been used in respect to the appointment.
