BER VTA N EXTENSION OP I'f SED. Vienna, February 17. It is understood that the Emperor Franz Josef’s letter to the Czar emphatically declined to allow the formation of an enlarged Servia. THE POSITION EASIER. The situation is easier. The chief difference between Austria and Russia is whether Diakovo and Dibra shall be included in Albania. Both Roumania and Bulgaria asked for Russia’s mediation. it is understood that Russia advised Bulgaria that it was desirable to meet Roumania half way. M. Berchtold, in an inspired communication, says that he is entirely satisfied with the result of Prince Hohenlohe’s mission. Both the Emperor Franz Josef’s and the Czar’s letters justify the best hopes that they will be friends of peace. In the event of serious complications no effort, will be spared on either side to uphold peace and fully maintain the existing official and unofficial engagements of both countries.
