TARIFF REFORM.

THE UNIONIST PROPOSAL

(Received 8.0 a.m.) London, January 31

Mr. Austen Chamberlain, at Redditch, said the Unionists proposed, roughly, to put ten per cent, duty on manufactured goods which was less where' the goods were a prime necessity or where they were in the first stages of manufacture, and more where they were luxuries or carried the last stages of manufacture. It was proposed to give Colonial preference on every duty charged, and that preference would be useful to any part of the Empire. If food duties were sought the Party would seek a fresh mandate.
