FIRST OCEAN STEAMER TO PASS THROUGH IN 1913. (By Electric Telegraph.—Copyright.) (United Press Association.) (Received 11.0 a.m.) New York, January 28. Colonel Goethals, chief engineer on the Panama Canal, at a banquet ten-, acred to him, announced that the first ocean-going steamer would pass through the Canal before the yeai 1913 ended.
