Yuan-Shih-Kai telegraphed a dual warning to Kitukhtu, remonstrating the latter’s barbarism at Kobdo and elsewhere. His troops murdered and looted, outstripping the most lawless, robbers in China. Yuan-Shih-Kai stated. that, he would not permit the maltreatment of citizens without taking action.
