THE PAPERS DISSATISFIED. (By Electric Telegraph.—Copyright., (United Press Association.) (Received 10.50 a.m.) New York, January 21. The ‘World’ criticises Mr. Knox's reply as merely a sharp lawyer’s plea in avoidance. The ‘Tribune’ declares that Mr. Knox’s reply fails to convince llu American nation. It adds that there is much reason for further discussion and thought upon the whole question.
