THE DARDANELLES. (By Electric Telegraph.—Copyright.) (United Press Association.) (Received 10.15 a.in.) Constantinople ,January 19. A proclamation signed by the worn n of Turkey, and suggesting that forts should be established to as,lst the Turkish warships in the Dardanelles, because the officers were too poor spirited to fight, led* to a quarrel on Monday among officers as to whether the\ should engage the Greeks. Blows ueie exchanged, and fifteen were wounded. The Hamidieh, Medpedieh, and the battleship Messudieh, and six destroyers, left Nagara on Tuesday, but all except the Hamidieh and four destroyers returned at sunset.

The Lord Mayor is appealing for £50,000 to relieve the destitution in the Balkans.

TURKISH WARSHIP HAMIDIEH

(Received 10.15 a.ra.) Port Said, January 19

The Turkish warship Hamidieh has arrived. The officers state that the Hamidieh encountered two small Greek cruisers last night off Port Said but escaped undamaged, after a running fight. The Hamidieh is now coaling and loading provisions.

(Received 9.10 a.m.) Constantinople, January 19

There have been several slight encounters between the Turks and Bulgarians at ChataldjA. Bucharest, January 19.

It is that at Galaz and Reni, Russian steamers are loading provisions and arms for Servia. Already Russian vessels have transported specie and many siege gun? and provisions for the Bulgarians and Servians.
