( London, January 14. The joint Note to Turkey has been delayed. The German Government made certain comments necessitating resubmission to the conference, and it is expected that the Note will now bo presented on Thursday. THE ALBANIAN FRONTIER. The Daily Telegraph eays that one of the entente Powers suggested at the Ambassadors’ conference the delimitation of the Albanian frontier but this would not be discussed untit Austria and Russia demobilised. Russia declared her preparedness to demobilise, but Austria refused. THE GRAND COUNCIL.

Constantinople, Jakuary 14. The decision of the Grand Council will probably be reached to-day. It is expected that it will not be for peace. AT BREAKING POINT.

Herr Lehmann, on behalf of the Foreign Office, replying to an interpellation in. the Reichstag, said belligerents were mutually accused of atrocities, and the German Government had brought all reports about these matters to the knowledge of the Governments concerned, and had taken steps to prevent the occurrence.
