Evidence given at the Royal Commission on tho Civil Service shows that the whole of the upper staff of the Education Department is recruited by patronage. The same course obtains in the staffing of the labour exchanges, where tho special qualifications required fell before personal influence. The abuse of patronage was exercised more socially than politically Lord MacDonald, the chairman, said that unquestionably preference was shown for Oxford and Cambridge men. Many comments were made on Mr. Asquith’s hint of the possibility cf an Imperial conference.
