WHAT THE YEAR HOLDS FOR EMPIRE. I GERMANY’S EXPANSION AND ENGLAND’S PERIL. (By Electric Telegraph.—Copyright.) (United Press Association.) (Received 7.0 a.m.) London, December 29. Mr Frederick Harrison, in a Jemarkable article in tile English Review, predicts that the whole international system will be re-cast in 1913. Peril lies in the Gorman desire for expansion. Ninety per cent, of the Germans desire peace if German interests are unaffected. The Kaiser is honestly doing his best to remove his neighbours’ apprehensions until some crisis compels him to speak; meanwhile, they are 1 predominant. Ten per cent, of the people bred for war are pushing their countrymen on a course whereof war is almost inevitable in consequence. Mr Harrison contends that Turkey’s •collapse and the Balkan Kingdom’s aggrandisement are a fatal set-back bo Pan-Genuan ideals. Nothing outside Europe is now open to Germany, but Europe is open. It is inevitable that Germany will seek expansion, and there England’s peril must be met by a predominant fleet. An immense and continuous naval increase is a matter of life and death to us. Mr Harrison advocates a £160,000,000 war loan, whereof £100,000,000 should be forthwith spent on a Navy, and £50,000,000 on the Army, It is essential to concentrate M'r Empire and give up the Mediterranean, when Gibraltar would certainly go to Egypt and the African Empire to the southward.
