President Taft left for the Pan am: Canal. The object of his mission i to establish civil government through out the zone before the Democrat; assume power.
Mr J. 11. Mann, before the Society for tho Settlement of Internationa Disputes, said it wa® impossible t submit the Panama question to.arbi tration. The interests of all othc States were directly opposed to tin United States. Congress had decider the question already, and undoubted ly this was a fair jury. Admiral Wainwright said he did no! believe truth and justice were enforceable amongst nations unless the battleships back them.
