Washington, December 22. Mr B. I. Wheeler, addressing the American Society on the settlement of International disputes, argued loi cm submission of the Panama question to arbitration. It was inconceivable that the United States should refuse to place the tolls question before an Imperial tribunal such as the Hague fudges. She had better lose than act falselv to her plighted faith and the honourable tradition of the past 125 years. _____
