The New York ‘World’ publishes a symposium of the views of twenty-four college presidents, showing that the general opinion is that the HayPauncefote Treaty binds the United States not to give preference to Americans. Twenty-three out of the twentyfour consider that unless the Panama Canal Act is altered, the matter should be submitted to arbitration.
