THE GERMANS’ PROGRAMME.

The ‘North German Gazette’ foreshadows fresh . army expenditure, mainly in the direction of a development of the air iloct. New cavalry divisions will also be increased, and provision made for horses and a light Howitzer, regiment for each division. The newspapers view with mixed sentiments the prospects of new taxation to meet these demands. Some declare that friction exists between the Secretary of the Treasury and the War Minister. The ‘North German Gazette’ regards the Canadian proposal as a thorough-going patriotic appeal.
