In the House of Commons Mr Molteno (Liberal M.P. for Dumfriesshire) asked whether, before gifts of warships' were accepted the Commons should be allowed to debate the obli-

gations imposed on the people of Britain by their acceptance. Mr Asquith said the Commons could discuss the gifts during the Naval Estimates. He added that he had no information from India concerning the gift of warships. JAPAN’S GOVERNMENT. Tokio, December 4. The Cabinet has resigned.
