Referring to Mr Bryce’s departure, Mr Carnegie said all Americans should read Mr Bryce’s writings on the South American Republics. With sixty millions of population, the republics were able to protect themselves, relieving the United States of a great and serious responsibility. This should silence the advocates of increased expenditure for the American navy and army.
