HOME RULE BILL

In the House of Commons the Opposition sharply criticised clause 22 of the Home Rule Bill, establishing a joint exchequer board. Mr Chamberlain described it as a constitutional revolution. Mr Balfour said that the Government was handing over to the board powers to raise or diminish taxation outside the imperial Parliament’s control.
Mr Samuel replied that the Imperial Parliament had power to overrule the board. Clauses 24 and 25 were carried on the closure.
THAT AIRSHIP
London, November 28
Mr Churchill, in reply to a question, said that it was not known what aircraft passed over Sheppey Island on November 14th. Flares had been shown, but the air-craft had not answered them.
MENTAL DEFICIENCY BILL. (Received 10.50 a.m.) London, November 28. An appeal lias been made to the Government stating that failure to pass the Mental Deficiency Bill would be nothing short- of a national calamity. The appeal is signed by the Archbishop of Canterbury, Sir Archibald Geikie, Sir Thomas Albert, Sii William Osier, Karl Person and many well known men and women.
