PROCEEDINGS NORMAL,
(By Electric Telegraph,.—Copyright.) (United Press Association.) (Received 10.55 a.m.) London, November 18. The House of Commons was crowded but there was no excitement. At the Premier’s instance, the rescinding of the resolution was discharged, and Monday, as amended, was quietly negatived. The House takes the Committee stage of a fresh financial resolution to-morrow, and report a stage on Wednesday, and goes on Thursday into Committee on the Bill. The Premier said the Government had immediately responded to the Speaker’s appeal, though it considered the original proposal, if not within the letter, was within the spirit of Parliamentary preceding. If it now suggested another course,- it was owing to Lie repugnance of a possible recurrence of disorder, and because it was impossible to ignore the appeal of the Chair.
(Received 1.5 je.m.) London, November IS. Mr. Samuel gave notice of fresh financial resolutions more explicitly worded, in regard to the services for which money was required, than the previous resolution.
