WAR OFFICE RIFLES. (By Electric Telegraph.—Copyright.) (United Press Association.) London, October 23. The War Office has ordered from the Birmingham Small Arms Company 45,000 rifles, affording full employment until the middle of 1913. It is stated that a considerable proportion if required for the Dominion colonics. SOUTH AFRICAN NAVY. (Received 8.5 a.rn.) Capetown, October 23. The newspaper Volkstcin suggests the establishment of a South African Navy, providing one million per annum for' a decade, one-half to be derived from the abolition of Imperial preference and the remainder from a three per cent, duty on imports. Hints at the desirability of keeping the South African Navy aloof from the maelstrom of European naval politics. OUR NAVAL RESERVE. (Received 9.10 a.m.) London, October 28.
