HOME RULE.

London, October 22. The House of Comons, by 291 to 198, refused to exclude factory legislation from tho Irish Parliament. Mr. Balfour recalled Mr. Churchill’s proposed septarchy, and asked whether Yorkshire and Lancashire were to have their own labour laws. (Received 9.0 a.m.) London, October 22. The Government has accepted tho amendment removing Trinity College (Dublin) and the Queen’s University (Belfast) from the control of the Irish Parliament. The Right Hon. Mr Birrell thought the demand was unnecessary, but Mr Redmond offered no objection. The Labour Party supported the Government in leaving the control of Labour legislation to the Irish Parliament. Mr Ramsay MacDonald said English factory legislation was disappointingly administered in Ireland.
