Sydney, September 22. A Gazette notice to mariners announces, in connection with manoeuvres or in. the event of strained relations between Britain and any other naval Power, vessels may be appointed to examine ships entering certain ports The establishment of this examination service will never be advertised, but-whenever relations are known to be in a state of tension a sharp lookout must be kept for the examination steamer. Seamen declare that this is the first notice of the kind issued here, and indicates the laying of mine fields. One master says that it is the first breath of the war storm that is gathering in the North Sea. Another says that vessels of certain nationality running to Australia have a reserve of coal to carry them a fewweeks further than, the journey stated. Extended leave has been cancelled in the British Navy for one year.
