MEMORANDUM NOT REPLIED TO
London, September 5. The Daily Mail states that China has not replied to Tibet. When the memorandum was presented, a member of the Chinese Government personally rejected it, but Yuan-Shi-Kai repudiated Ibis action. Pekin, September 5. A garbled version of the British Tibetan memorandum caused a virulent Chinese press campaign. One journal characterises the British policy as conceived resting upon fraud and unrighteousness.
