The Commonwealth has asked for 20)000 acres for a site fw a naval college at Jervis Bay. Mr McGowan has now offered 18,000 and about onethird of the area of water desired for the object. The State Government makes itself independent of Federal ports by establishing a State port. If the Commonwealth demands are conceded, they worrld have a complete monopoly of the waters of the bay.
