Hr. Chappie’s Bill for the hotter gol urnmeut of Scotland provides for the establishment 1 in Scotland of a legislative body to be called the Scots Parliament, and for the devolution to that body of the power to make laws on inatetrs exclusively relating to Scotland. By this means it will be made possible for matters of local importance in Scotland, to be duly considered and determined in a local Parliament and, in addition, the Imperial Parliament will, to a large extent, be relieved from the present pressure of business. By the scheme of the Bill the subjects delegated to the Scots Parliament are specifically enumerated and the Scots Parliament have no ’.rawer to make laws on any other sub-
jects. The executive power will continue invested in the Crown, and the administration will be canned on by a. committee of the Scots Privy Council, responsible to the Scots Parliament. Power is given to the Scots Parliament to impose taxes, ct-hei than duties of Customs and Excise,
and arrangements are made for the adjustment of the financial relations between the Scots Parliament and the Imperial Parliament. The supreme power and control of the Imperial Parliament are expressly reserved. The Bill which was introduced by Dr Chappi;l, is not very enthusiastically received in Scotland, according to a correspondent, and the demand for Home Bade, from whomever it may come, dots not come from the Scottish electorates. It lias, therefore, little chance of proceeding very far, though the member for Sterlingshire is evidently hopeful, for a cablegram received a i’ew days ago tells ns that when speaking at the National Liberal Ckib, the ex-Wellingtonian suggested that after Home Rule had been granted all round, Ulster should be given the option by a referendum of belonging to the jurisdiction of the Scottish Parliament.
