In the House of Commons, the Disestablishment Bill was rejected on the second reading. The Opposition stated that there was hardly a Minisetnalist who was not secretly ashamed of the proposals of the Bill. Such support as it had gained was due to an appeal to CU ylr. t Ellis Griffith, the member for Anglesey, said that the Welsh Liberals demanded that the Church should enjoy the same rights and liberties as others. Disestablishment would enable the Church to regain control over its ritual. . , T I Mr. Keir Hardie, leader ot the .Labour Party, approved of the Bill be-j cause it would supply a precedent for the abolition of private ownership ot lj, "‘ The Times” says that small public interest is shown in the Home Rule and Disestablishment debates. One ot the immediate results is that Pat lament will act on this knowledge and reject both measures. Ihe fact that the real conflict will be deferred tor two years deadens discussion. THAT DEBATABLE SURPLUS. London, May 14. A meeting of Radical members of the House of Commons disapproved ot the possible diversion of tnc surplus from the redemption of the national debt to the Navy, or otherwise.
THE SENATORIAL CONSTITUTION

The Liberal Home Rule Committee has drafted an amendment giving the Irish Parliament more adequate powers to alter the Constitution. It proposes that after eight years the Irish Parliament should be entitled to constitute a Senate as it thinks fit. TOM MANN.
