News from New Orleans states that the flood conditions in the Lower Mississippi are appalling Over a hundred thousand persons arc reported to he homeless. Water is rusting through the breach in the, levees in the Torres district at the rate of 12 miles an hour. Steamboats have picked up hundreds of marooned persons. Preparations have been made at Baton Range to care for them. Several towns are inundated, the people being rescued in boats. Gold and* copper have been discovered in a city street in Victoria. An enterprising prospector staked a claim but the city authorities will probably prohibit working.
