The Home link* Bill lias fortyeight (clauses and no preamble. It provides that one-fourth of the senators shall retire every second year. The Senate is debarred from amending or rejecting money Bills. Ministers arc empowered to speak in either house, but vote only in that to which they belong. It provides for ad hoc Irish representation in the Imperial Parliament, when the time is opportune for the revision of the financial provisions, making representation in the House of Commons equivalent to Great Britain’s on a population basis,. The second reading will probably be taken prior to the Whitsuntide recess.

Sir J. B. Lonsdale gave notice of motion in favour of its rejection. A manifesto signed by Mr O’Brien and Air Healy states that they will not hesitate to summon a conference of the All-For-Ireland League to discuss the Bill in the event of emergency requiring action. Meanwhile they regard the passing of any Horne Rule measure as impossible, and deprecate sectional demonstrations for or against the Bill. THE LORD-LIEUTENANT. (Received 19, 8.00 a.m.) London, April 18. The Home Rule Bill removes religious disability attending the appointment of the Irish Lord-Lieutenant, and fixes the salary at £SOOO. (Received 19, 9.10 a.m.) St. Petersburg, April 18. There has been serious fighting at the gold washings of the Lena Company at Irkutsk, between soldiers and wormken, 108 workmen being killed, and eighty wounded. (Received 19, 9.10 a.m.) Tangier, April 18. Several quarters of Fez have revolted, owing to measures to which the native troops objected. Several of the French have been killed but the Embassy is safe. Troops have arrived from Mequinoz.
