GERMAN DEFENCE.

NAVAL COMPLEMENT GREATLY INCREASED. ENORMOUS EXPENDITURE. (Received 17, 9.5 a.m.) Berlin, April 16. The Defence Bills have been published. It is proposed to permanently commission three battleships and throe large and three small 'cruisers, beyond existing arrangements with reduced strength and nucleus crews. Six submarines will be built 'annually. The personnel by 1912 will be increased by 24,869 officers and men. The total cost under the two Bills is £32,525,000 to 1917, of which £lo,'500,000 is for the navy.
