Sydney, April lo : A hitch has occurred in the Federal and State Governments over the transfer of land for the Naval College at Jervis Bay. The Federal Government has discovered that it has only proprietary and not severe gn rights, and will not proceed with the scheme till full rights are obtained. A special meeting of the State Cabinet is being held to-day.
