ANNEXATION DECREE MUST BE DESTROYED. BEFORE HOSTILITIES CEASE., • Constantinople, April 10. The Powers have agreed to ask ’Turkey on what terms she will finish, hostilities, in order to decide whether iris possible to offer mediation. Assim Bey, the Foreign Minister, states that the decree of annexation must first be torn up.
