VNNUAL EXPENDITURE MUCH INCREASED. BY GERMAN RIVALRY. London, April 4. Tiie "Daily Telegraph's" naval correspondent says that whereas our normal outlay on shipbuilding is £13,000,000 annually, Germany's new shipbuilding scheme will impose on Great Britain for the next six years an additional aggregate burden of twelve to fourteen million. Germany will shortly increase the personnel of her navy from 60,000 to 80,000.
