The Government’s- first action, to supersede the powers of the Railway Commissioner was mentioned in the Assembly.^ Mr Griffith announced that a hoard consisting of the Ministers for Railways and Works and (the . Chief Commissioner would be appointed for carrying out railway duplication and deviation works. He stated that in two years Parliament voted two millions for duplication work of which the Commissioner spent less than half, congestion becoming a serious menace.
