London, March 20. Mr. Winston Churchill, speaking in tne House of Commons, intimated that Gibraltar would shortly be the base of the Mediterranean squadron. GERMAN PRESS COMMENTS. The newspapers resent the presumption of instructing Germany on her naval necessities. . ~ , The “Kreuz Zeitung” states that tho kernel of the speech is that England mainly builds to prevent Germany’s further expansion as a world Power. The journal is willing to consider a diplomatic agreement to limit building in a given year in a proportion of two to one. The “Yossische Zeitung” says that Englishmen overlook that Germany has other considerations than Britain. FRANKNESS APPLAUDED. (Received 21, 8.5 a.m.) Paris, March 20. The press applauds Mr. Churchill’s frankness.
