Elaborate- instructions have been issued by, the War Office concerning the regulations to be observed by Britishofficers when travelling in Go-many to avoid all possibility or the friction caused by alleged espionage. When visiting Alsace-Lorraine all officers, ■whether regular or Territorial, are first to obtain permission from the German Imperial Ministry, and whether'staying in the province or only travelling through it, arc to report themselves to the office of , the mayor of the town if they are staying for more than twenty-four hours, the report to lie in writing; pr if they are in Metz, Strassbnrg, or Mnlhausen they are to report to the head police office. If they are staying for less than twenty-four hours they are to report to the military authorities, even when the stay is only for a brief period duo to want of railway connection. In garrison towns the report is to be made in person to the senior officer of the garrison and in fortress towns to the governor or commandant. If the period asked for is extended a fresh report must he made to the military authorities. If the officer enters Germany from the Russian frontier, ho must report himrelf in every place where he stops the night, and give; notice of departure before quitting. The War Office further recommends that officers travelling in any part of Germany should provide themselves with proper passports, which, they should carry when iu the neighbourhood of manoeuvres or defences, and officers should leave their card on the commandant of any garrison they visit. If all the above care has to lie taken, British officers will not travel in Germany merely for pleasure.
