EXTRAORDINARY REMARKS BY MR ROOSEVELT.

A CONSTITUTIONAL QUESTION

New York, February 28

Mr Roosevelt’s announcement did not dim the enthusiasm of the moderate Republicans supporting Mr Taft. Mr Roosevelt explained to reporters that when he gave his pledge not to accept a third Presidential term, he only meant a third successive term. If ho lost on a straight-out fight for the principal nomination, ho would support the Republican candidate, whoever ho might be; He also explained that ho favours a recall of judicial decisions upon constitutional points on the ground that if the people arc competent to create a constitution they are competent to interpret it.

'The London Times says that the Supreme Court has hitherto boon regarded as the* keystone of the constitutional arch, and that many Americans will bo startled at the suggestions that judges are liable to recall by popular vote and the findings of the courts on constitutional questions liable to revision by popular agitation.

A fooling is developing in Democratic ranks in favour of postponing the Democratic Convention called for Philadelphia for June 25. In consequence of the entrance of Air Roosevelt into the campaign, the Republican Convention meets on June 19.
